Elmo Fernando, first Sri Lankan to receive Chartered Designation in Facilities Management

The Facilities Management Faculty of Royal Institute of Chartered Surveyors (UK) has awarded Chartered Designation to W.B. Elmo F.J. Fernando in Facilities Management recently.

Fernando is currently employed as DGM Projects for Overseas Realty Ceylon PLC, in charge of Project Management in Havelock City Project, which is a mega mixed development project in the country.

He holds Chartered Designations in Engineering and Quantity Surveying with and as a Fellow Member of Institute of Engineers, Australia, Royal Institute of Chartered Surveyors (RICS-UK), Institute of Quantity Surveyors (SL) and of the American Society of Civil Engineers and corporate member of the Chartered Institute of Arbitrators UK.

He has also served in the International and Asia Pacific Faculty Boards of RICS in Facilities Management representing Asia from 2001 to 2009 and he was appointed by University of Moratuwa as an External Examiner for BSc (Hons) Degree Courses in Quantity Surveying and Facilities Management.

Fernando started the Facilities Management career with the World Trade Center building in 1996 when he took over Facilities Management upon completion of his Project Management assignment during construction of this prestigious development. He managed the facilities of the World Trade Center up to August 2004 and then took over Project Management duties in Havelock City Project.

He is promoting this new fast growing discipline which covers total management of all services that support the core business of an organisation. It is a very wide field with diverse range of specialisations and responsibilities which entails budgeting/benchmarking, building maintenance, business planning, business relocation, commercial management, contract management, financial services, health/fire/safety, computer aided facilities, life cycle costing/occupancy cost analysis, outsourcing, performance management, risk management, services, statistical analysis of work place data and strategic advice/planning.
