Is this the tariff reduction as envisaged by the President?

When the President announced the 25 % tariff reduction, what the public expected was reduction in the unit rate applicable per kWh consumption and the fixed charge as well as a waiver of the Fuel Adjustment Charge (FAC). On perusal of the above tabulations, we find that the FAC has been waived but both the unit rate and the fixed charged has been increased. Is the CEB trying to take the President and the consumers for a ride by manipulating the tariff to give only a flat rebate of 25% off the previous rupee value of the consumption?
