True reform lies in technical rigour and institutional integration—not merely
in titles
The article titled “Professional costing framework should be implemented to determine the cost price of electricity” (28 May 2025) by Lakshman R. Watawala presents a case for strengthening cost accounting in Sri Lanka’s state-owned enterprises (SOEs), especially in the energy sector. While the advocacy is commendable, its proposed solutions—particularly the call for a Chief Cost and Management Accounting Advisor (CCMAA) at the secretary level—require critical scrutiny.
Oversimplifying cost models in complex institutions
The article fittingly questions rigid cost recovery models based on IMF standards for loss-making SOEs like the Ceylon Electricity Board (CEB), SriLankan Airlines, and the Ceylon Petroleum Corporation (CPC). With my experience in all three institutions, it is to be noted that proposing generic cost accounting and target costing tools oversimplifies the complexities these institutions face. CEB operates across diverse generation types—hydro, thermal, coal, and renewables—with distinct cost dynamics and dispatch considerations. SriLankan Airlines handles route-level costing, fuel hedging, and compliance with international aviation standards. Global oil markets, refining complexities, and domestic subsidies expose CPC to volatility.
Applying simplistic cost tools without considering technical, regulatory, and operational details can lead to misleading cost signals and flawed policy decisions.
Target and societal costing: Misalignment with utilities
The article aptly emphasises cost efficiency and affordability in the power sector, but it falls short to address institutional, technological, and regulatory realities needed for genuine reform. These include:
The CCMAA proposal: Symbolism vs. Strategy
The article suggests a CCMAA at the level of Ministry Secretary, modelled on India’s Chief Adviser (Cost) from the 1970s—a post that supported price controls in a planned economy. Today’s context, however, demands:
Creating a senior role without embedding sector-specific expertise risks redundancy and inefficiency. Furthermore may overlap with existing departments in the Treasury, such as the Department of Public Enterprises, the Management Audit Department, and the Auditor General’s oversight. Thus, the proposed position of the CCMAA within the Ministry of Finance is ill-conceived. The models adopted by the UK, Australia, Japan, New Zealand, and South Korea are appropriate and functional.
A pragmatic path forward
Rather than emulating outdated models, Sri Lanka should adopt:
Taking the above into account, Sri Lanka should improve utility regulation by improving the accounting regime of SOEs, enhancing transparency, rationalising tariffs, and increasing public trust in pricing, as cost recovery may remain inequitable, inefficient, and susceptible to political manipulation.
Reform with substance, not symbolism
Sri Lanka must prioritise accurate, transparent, and industry-specific pricing when reforming its SOEs. True reform lies in technical rigour and institutional integration—not merely in titles. Cost accounting is now a strategic tool, not a clerical one. Let us pursue reforms rooted in depth, precision, and 21st-century realities. “Cost accounting reforms in complex SOEs require depth, and not titles.”
