UN High Commissioner for Human Rights Navenethem Pillay has expressed that the UN Human Rights Council will discuss the Lessons Learnt and Reconciliation Commission (LLRC) and the UN Expert Panel report, while adding that the LLRC report fell short of the comprehensive accountability process.
“I welcome the publication by the government of Sri Lanka last December of its Lessons Learnt and Reconciliation Commission. While the report falls short of the comprehensive accountability process recommended by the UN Secretary General’s panel of experts, it does make important recommendations,” she stated addressing the 19th session of the UNHRC.
Pillay encourage the Government to engage with the special procedures and with her office on a follow up to the report and also stated that she hoped the Council would discuss these important reports.
“States have an obligation to protect its citizens from threats to their security in a manner that respects their human rights. My office has helped states develop and implement security policies, counter-terrorism measures in accordance with international human rights laws,” stated Pillay.
“In the lifting of long term emergency measures in Sri Lanka, Malaysia and Fiji, although some probations restricting fundamental rights remain or were reintroduced,” she added.
