Sri Lanka moves to finalise legal recognition of sign language

In a move to promote inclusivity and equal access for persons with hearing disabilities, the Cabinet of Ministers on Monday approved proceeding with finalising the draft legislation to formally recognise sign language as an official mode of communication in the country.

This longstanding initiative, which began with policy approval in 2010, seeks to ensure that the deaf community gains full access to information as well as equal participation in all societal activities without barriers.

The legal recognition of sign language is expected to empower individuals with hearing impairments through improved access to education, employment, healthcare, and public services. 

Despite previous Cabinet decisions in 2017 and 2021 directing the Legal Draftsman to prepare a suitable Bill, the process has remained incomplete.

The proposal to this effect, presented by Rural Development, Social Security and Community Empowerment Minister Samantha Vidyarathna, was approved by the Cabinet of Ministers.
