Parliamentary Select Committee seeks AG, Election Commission views on Provincial Council polls

  • EC informs ready to hold PC polls once legal barriers removed

The Parliamentary Select Committee (PSC) appointed to examine and recommend an electoral system for Provincial Council elections has sought views from the Attorney General’s Department and the Election Commission as part of ongoing deliberations on reviving long-delayed Provincial Council polls.

The discussion took place recently when the committee met in Parliament under the Chairmanship of Minister Vijitha Herath.

During the meeting, officials from the Attorney General’s Department briefed the PSC on the existing legal impediments preventing the conduct of Provincial Council elections and outlined possible legal avenues through which those obstacles could be addressed.

The officials also explained the legislative and constitutional considerations linked to implementing a suitable electoral framework for Provincial Council elections.

In addition, members of the Election Commission informed the Committee that the Commission stands ready to conduct Provincial Council elections at any time once the necessary legal provisions are enacted by Parliament based on the recommendations of the PSC.

The PSC has been tasked with studying and reporting to Parliament on the most appropriate electoral system under which Provincial Council elections should be held, while also submitting proposals and recommendations in that regard.

Provincial Council elections have remained stalled for several years due to unresolved issues surrounding the electoral system and related legal provisions.

The meeting was attended by Deputy Ministers Arun Hemachandra, Sunil Watagala and Muneer Mulaffer as well as committee members MPs Mano Ganesan, Shanakiyan Rajaputhiran Rasamanickam, Dharmapriya Wijesinghe, Samanmali Gunasinghe and Lakshman Nipuna Arachchi. The committee member M. Nizam Kariapper, PC also participated virtually.
