A proposal to introduce a smoking ban for individuals born after 2010 has been formally handed over to Health Minister Nalinda Jayatissa, signalling a policy push to curb tobacco and alcohol-related harm.
The National Authority on Tobacco and Alcohol (NATA) submitted a concept paper to the Ministry of Health, seeking legal action and amendments to strengthen the existing regulatory framework. The document was prepared under the leadership of NATA Chairman Specialist Dr. Ananda Ratnayake and LL Amila Isuru of the Faculty of Medicine, Rajarata University of Sri Lanka.
Dr. Ratnayake said nearly 80% of deaths in Sri Lanka are linked to non-communicable diseases, with tobacco and alcohol identified as leading risk factors. He noted that tobacco use accounts for around 8 million deaths globally each year, including 7 million from direct consumption and about 10% from passive smoking, while alcohol also contributes significantly to mortality and disease burden.
Sri Lanka records an estimated 22,000 deaths annually attributed to tobacco and alcohol use, alongside associated economic and social costs. Both substances are also identified as gateway risks for broader substance use.
