Legal framework for action against foreign terrorism and financing

The Cabinet of Ministers at its meeting on Monday (26) granted approval to the proposal furnished by President Anura Kumara Disanayake and Foreign Affairs Minister Vijitha Herath to instruct the Legal Draftsmen to draft a law to act against foreign terrorist militants based on the United Nations Defence Council Resolution 2178 (2014).

Cabinet Spokesman and Media Minister Dr. Nalinda Jayatissa said Sri Lanka, as a member of Asia-Pacific region on money laundering, is dedicated to productively execute and empower internationally recognised standards effectively against money laundering, financing terrorism, and spread of terror financing prepared by the Financial Action Task Force (FATF).

Furthermore, Sri Lanka is subject to a mutual co-review process called “mutual evaluation” once in six years to decide the level of adherence to the FATF according to its member laws.

It was revealed that, according to the action plan prepared for the third evaluation relevant to Sri Lanka, the Ministry of Foreign Affairs and the Ministry of Defence will declare the United Nations Defence Council Resolution 2178 (2014) relevant to foreign terrorist militants and shall empower the provisions in that resolution by formulating local laws.

Sri Lanka is entitled to formulate laws on foreign terrorist militants before March 2026.

The latest proposal approved by the Cabinet was in recognition of this commitment by Sri Lanka.
