HRCSL probing Sallay torture allegations

The Human Rights Commission of Sri Lanka (HRCSL) yesterday said it was recording statements from Criminal Investigation Department (CID) officials as part of its ongoing inquiry into allegations that former State Intelligence Service Director Maj. Gen (Retd.) Suresh Sallay was subjected to torture while in detention.

HRCSL Commissioner Nimal G. Punchihewa said the investigation was initiated following a complaint by Sallay’s relatives, who alleged that he had been subjected to various forms of ill-treatment while in CID custody.

As part of the inquiry, the Commission conducted a special inspection of the detention facility where Sallay was being held and identified several shortcomings, including inadequate ventilation and other deficiencies in basic conditions.The HRCSL has since communicated its concerns to the CID and has already recorded statements from detainees housed in neighbouring cells as well as from CID officers.

The Commission said further statements from CID officials would be obtained today as investigations continue. 

The HRCSL also said it was monitoring the medical treatment being provided to Sallay, who is currently receiving care in hospital.
