The Cabinet Spokesperson and Minister Dr. Nalinda Jayatissa yesterday said that the Government has commenced diplomatic-level discussions with Russia to explore the possibility of securing fuel through Government-to-Government (G2G) agreements. 

Responding to questions raised at the weekly post-Cabinet meeting media briefing, he confirmed that attention is being focused on establishing direct State-level arrangements to ensure stable fuel supplies amid ongoing global energy market uncertainties. “Discussions with Russia are ongoing at a diplomatic level. In the past, we did not have the opportunity to obtain oil from Russia, but we are trying to see whether this can be done through agreements between governments,” he said.

He also noted that Russia’s Deputy Energy Minister is expected to visit Sri Lanka soon for formal talks aimed at advancing the discussions.

“Yes, the talks are in process at the diplomatic level. Russia’s Deputy Energy Minister is due for talks. Then we can further formalise it,” he added.

Commenting on Iran’s offer to supply fuel, he said the Government appreciates the gesture, but highlighted logistical constraints.

“Countries that own ships are in a position to benefit from such opportunities, but we do not have that capability. We are thankful for the offer,” he said.
