Court of Appeal to rule on Sallay’s PTA arrest challenge in Nov.

The Court of Appeal will announce on 27 November, 2026 whether it will grant leave to proceed with a writ petition filed by former State Intelligence Service Director Maj. Gen. (Retd.) Suresh Sallay, challenging his arrest and detention under the Prevention of Terrorism Act (PTA) in connection with investigations into the Easter Sunday terrorist attacks.

The Court of Appeal bench comprising President of the Court of Appeal Justice Rohantha Abeysuriya and Justice Priyantha Fernando announced the date after concluding oral submissions in the petition yesterday.

President’s Counsel Sanjeewa Jayawardena, appearing for Sallay, concluded his reply submissions following lengthy arguments.

The court directed the parties to file any written submissions before 20 October. The bench said it would also issue its decision on the requests for interim relief on 27 November.
