The Cabinet of Ministers on Monday approved to instruct the Legal Draftsman to prepare the final draft Bill to amend the Community Based Corrections Act, No. 46 of 1999, marking a significant step in reforming the country’s criminal justice system with a focus on rehabilitation over incarceration.
The decision follows earlier Cabinet approval granted on 24 January 2024 to revise the existing Act. The amendments are aimed at strengthening and modernising the framework for non-custodial sentences, with greater emphasis on community-based rehabilitation, reintegration, and restorative justice practices.
“Following the initial draft prepared by the Legal Draftsman, the Attorney General submitted a series of proposed amendments to enhance the clarity, scope, and legal precision of the legislation,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said at the weekly post-Cabinet meeting media briefing on Tuesday.
The proposal to this effect, submitted by Justice and National Integrity Minister Harshana Nanayakkara, was approved by the Cabinet of Ministers.
