Cabinet approves Rs. 635 m correctional centre for drug offenders in Kekirawa

The Cabinet of Ministers has approved a project to construct a new correctional centre with an estimated cost of Rs. 635 million on 1.33 hectares of land identified in the Kekirawa area to provide residential treatment and rehabilitation for drug offenders referred by courts.

The decision has been taken in view of the shortcomings in the existing community-based corrections system, particularly the lack of suitable residential facilities for offenders with severe drug addictions.

Under the Community-Based Corrections Act, No. 46 of 1999, the Tourist Magistrate’s Court issues Community-Based Corrections Orders to minor offenders, many of whom are convicted of offences associated with drug or alcohol addiction. These offenders are directed to community-based correction programs aimed at helping them overcome addiction, reintegrate into society, and become responsible citizens.

The programs also focus on improving the social and economic well-being of those undergoing rehabilitation, enabling them to rebuild their lives and return to their communities.

The proposal to this effect was submitted by Justice and National Integration Minister Harshana Nanayakkara.
