The Cabinet of Ministers has approved providing official email facilities to Courts across the country, as part of the ‘e-Court’ digitalisation project.
The e-Court project was approved at the Cabinet meeting held on 15 December 2025. As a first step, digital systems are being created for case file management in the Magistrate’s Courts, District Courts and High Courts. Official email is a basic requirement for this, and it must be available to officers at all levels of the judicial system.
“Under the approved proposal, 1,050 official email accounts will be provided to 350 Courts at the initial stage. The accounts will be set up under the Government Official Information Portal (gov.lk) with the official domain name courts.gov.lk,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said at the weekly post-Cabinet meeting media briefing yesterday.
He said the hosting for the accounts will be provided through the email system currently used by the Justice and National Integration Ministry.
The email system will also include voice-to-text and video conferencing facilities. The voice-to-text feature will convert oral statements into documents on the spot, and has been identified as a solution to the current shortage of stenographers in the courts.
The video conferencing facility supports the online hearing of cases. Under the Criminal Procedure Code (Amendment) Act No. 7 of 2025 and the Victims and Witnesses of Crime (Support and Protection) Act No. 4 of 2015, video conferencing facilities must be provided to all courts.
The proposal to this effect was submitted by Justice and National Integration Minister Harshana Nanayakkara.
