The recent raid conducted by the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) at the Department of Motor Traffic (DMT) unearthed Rs. 4.1 million in cash from the office of a Deputy Commissioner. Reports suggest that the money was allegedly collected from private parties over the course of the week and was intended for distribution among selected staff.
This incident is yet another alarming reminder of the entrenched culture of corruption within certain State institutions. To address this issue more effectively and sustainably, it is time to consider embedding CIABOC personnel directly within high-risk government departments—effectively establishing in-situ “mini-CIABOC” units.
Departments such as the DMT, Inland Revenue Department, Sri Lanka Customs and the Excise Department—where substantial monetary transactions are routine—should be prioritised for such in-house oversight. These embedded units could be supported by enhanced surveillance systems, such as real-time CCTV monitoring, directly linked to CIABOC headquarters to ensure swift detection and response to illicit activities.
This initiative would align with the broader “Clean Sri Lanka” campaign spearheaded by President Anura Kumara Disanayake. Under the leadership of CIABOC Chairman, Justice W.M.N.P. Iddawala, this bold step could represent a turning point in the nation’s fight against corruption.
Transforming public institutions into corruption-free zones is a Herculean task—it is akin to cleansing the Augean stables. But with persistent oversight, institutional reform, and the political will to act decisively, Sri Lanka can move toward a more transparent and accountable public service.
