The Cabinet of Ministers has approved the establishment of dedicated Digital Transformation Units (DTUs) across State institutions as part of efforts to accelerate the public sector’s digital transformation under the National Digital Economy Plan 2025–2030.
The National Digital Economy Plan 2025–2030 was approved by the Cabinet on 21 October 2025. Its implementation has identified the need for a standardised institutional mechanism within Government to coordinate sector-specific digital transformation and ensure alignment with the National Digital Commons Initiative.
Accordingly, the Digital Economy Ministry has decided to establish Digital Transformation Units within State institutions, based on a reference framework prepared by GovTech Sri Lanka Ltd.
Under the framework, each unit will be headed by a Chief Digital Officer (CDO) who will report directly to the head of the respective institution.
“The DTUs are intended to provide a dedicated mechanism for planning, coordinating and managing digital transformation initiatives within individual government institutions, while ensuring that such initiatives are aligned with national digital policies and standards,” Minister Vijitha Herath said at the weekly post-Cabinet meeting media briefing on Tuesday.
He said the units will also provide or facilitate expertise in areas including enterprise architecture, data and artificial intelligence, cybersecurity, interoperability and digital transformation consulting.
GovTech Sri Lanka will provide State institutions with access to the expertise and services required under the framework.
“The establishment of the units is expected to create a more consistent institutional structure for digital transformation across the public sector, reducing fragmentation in the implementation of digital initiatives and improving coordination between State agencies,” he added.
The proposal to this effect was submitted by President Anura Kumara Dissanayake in his capacity as the Digital Economy Minister.
