Vidullanka-led consortium lowest bidder for Rs. 5 b transmission line project

A consortium comprising Vidullanka PLC and Skipper Ltd., of India has emerged as the lowest-cost bidder for the construction of a 132 kV transmission line under a JICA-funded transmission network development program in Sri Lanka, Vidullanka PLC said.

The company yesterday said the tender falls under Package 3 (Phase ii) of the National Transmission and Distribution Network Development and Efficiency Improvement Project, covering the construction, installation, testing and commissioning of 132 kV transmission lines and associated works. 

The project is funded by the Japan International Cooperation Agency (JICA), with the National Transmission Network Service Provider (NTNSP) and the Ceylon Electricity Board (CEB) as the employer.

The consortium’s bid is valued at approximately Rs. 5 billion, with an implementation period estimated at 18 months from contract commencement. 

Vidullanka PLC said that despite emerging as the lowest-cost bidder, the final securing and formal award of the contract remain strictly subject to the fulfilment of technical evaluations and the subsequent receipt of the Letter of Award from the employer.

Subject to completion of the relevant procurement and contractual formalities, Vidullanka PLC said it will undertake local execution and project management activities in collaboration with its international consortium partner, Skipper Ltd.

Vidullanka PLC said the successful emergence as the lowest-cost bidder marks a significant milestone for the company, building on its established presence in renewable energy power generation across hydro, solar and biomass, Engineering, Procurement and Construction (EPC) services, and utility-scale Battery Energy Storage Systems (BESS). 

It said this project marks its formal entry into transmission line construction and high-voltage grid infrastructure development, and, subject to the formal award of the contract and execution of definitive agreements, is expected to contribute positively to its future revenue and earnings while establishing a platform to participate in further transmission infrastructure development projects in Sri Lanka.

Vidullanka PLC said it will make further disclosures upon the execution of formal contract agreements.
