Sri Lankan entity to manage, operate Digital Identity platform; procurement process commences

The Digital Economy Ministry, together with the Information Communication Technology Agency (ICTA), has commenced the selection and procurement process for a Sri Lankan origin Managed Service Provider (MSP), to be tasked with managing and operating the Sri Lanka Unique Digital Identity (SLUDI) platform. 

The Sri Lankan MSP will take over the SLUDI system soon after the completion of acceptance and security testing of the system. 

The initial implementation of the system will be carried out under the terms of the grant from the Indian Government by a Master Systems Integrator (MSI), who will exit the project at the point of handing over to the MSP.

Pursuant to the MSP taking over the system, and upon the completion of further operational assurance tests and Pilot operations by the MSP, the Department for Registration of Persons will commence the collection of demographic and biometric data for the SLUDI system. It is expected that this process will commence in the second half of 2026.

The SLUDI project is a central pillar of the Government’s digital transformation strategy, aimed at creating a technology-driven society with inclusive, secure, and efficient digital public services. The SLUDI will simplify Government services, increase efficiency, strengthen digital trust, and provide the foundation for innovative solutions in finance, healthcare, education, and e-government.

The Sri Lankan MSP is expected to be selected during the course of December 2025, enabling the MSP to ramp up expertise and system knowledge working alongside the MSI over a six-month period. This will ensure a comprehensive knowledge transfer and smooth transition to the local MSP. The operational phase of the SLUDI will depend significantly on the performance of the MSP, whose role will be critical within Sri Lanka’s digital ecosystem.

The ICTA has issued a Request for Information (RFI) to assess the readiness, technical expertise, and financial capability of Sri Lankan entities who have interest in managing and operating the platform.
