The Cabinet of Ministers at their meeting on Monday approved the designation of six companies as Businesses of Strategic Importance under the Colombo Port City Economic Commission in terms of the Colombo Port City Economic Commission Act, No. 11 of 2021, enabling them to receive incentives and concessions provided under the law.
The approved companies are Dijital Team LK Ltd., VitalHub Innovations Lab Ltd., Welvaart Solutions Ltd., Advantis Bridge Ltd., Java Global Access Platform FZ-LLC, and Ocean Builders LLC.
Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said the companies are expected to operate across sectors including information technology (IT), logistics services, consultancy, public utilities and infrastructure, as well as maritime technology within Colombo Port City.
He said the proposed investments are expected to attract around $ 14.6 million in foreign direct investment (FDI) over the next five years while generating around 650 new employment opportunities.
The move forms part of broader efforts to position Colombo Port City as a regional hub for high-value services exports, technology-driven enterprises, and foreign investment under its ring-fenced Special Economic Zone framework.
Recent disclosures by Port City Colombo officials showed the project secured around $ 900 million in investments between November 2025 and March 2026 as international investor interest accelerated following Sri Lanka’s macroeconomic stabilisation and recovery efforts (https://www.ft.lk/front-page/900-m-in-four-months-Port-City-Colombo-signals-new-investment-era/44-790713).
Port City Colombo has increasingly positioned itself as a foreign currency-denominated services export hub, offering 100% foreign ownership, streamlined regulations, and long-term residency provisions aimed at attracting regional financial, professional, and technology businesses.
The proposal to designate the six firms as strategic businesses was submitted by President Anura Kumara Dissanayake in his capacity as Finance, Planning and Economic Development Minister.
