SL moves towards electrification of Colombo Port operations

  • Cabinet approves procurement of 7 electric gantry cranes and 20 electric prime movers 
  • New cranes will be allocated to support operations at State-run ECT and JCT 
  • Allocates Rs. 1 b via 2025/2026 Budget to transition from aging diesel fleet to electric prime movers

 

The Cabinet of Ministers at their meeting on Monday approved modernising the Colombo Port’s infrastructure with key procurement initiatives to boost efficiency and competitiveness.

Accordingly, two separate proposals were approved to procure seven rubber-tyre electric gantry cranes and 20 electric prime movers for key terminals operated by the Sri Lanka Authority (SLPA).

Addressing the weekly post-Cabinet meeting by media briefing yesterday, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said the new cranes will be allocated to support operations at State-run Eastern Container Terminal (ECT) and the Jaya Container Terminal (JCT) in the Port of Colombo. 

He said funding for the procurement has been allocated under the 2025 Budget. The development will also boost State revenue and its competitiveness.

In addition, Dr. Jayatissa said capital allocation of Rs. 1 billion has been earmarked in the 2025/2026 Budget to fund the purchase of 20 electrically operated prime movers.

He said these vehicles will replace a portion of the SLPA’s aging diesel-powered fleet used for inter-terminal container transport.

“At present, SLPA operates 119 diesel prime movers and terminal tractors, 60 of which are over 20 years old and require frequent repairs,” he added. 

Although initial plans in 2023 had proposed purchase of 20 new terminal tractors, the SLPA Board later decided to shift towards electric prime movers considering the evolving operational needs and environment. 

The decisions follow an international competitive procurement process in keeping with global standards for transparency and efficiency.

The proposals to this effect submitted by Transport, Highways, Ports, and Civil Aviation Minister Bimal Rathnayake were approved by the Cabinet of Ministers.
