President declares power supply essential service to block CEB unions

President Anura Kumara Disanayake yesterday issued a Gazette declaring all electricity-related services as essential services. The move comes as Ceylon Electricity Board (CEB) unions prepare to escalate trade union action against the Government’s plan to restructure the utility.

Last week, the unions staged a work-to-rule campaign and protest, with further disruptions threatened. By invoking the Essential Public Services Act, No. 61 of 1979, the Government effectively restricts workers from striking, refusing duties, or otherwise disrupting electricity services. Any violation can lead to disciplinary measures, dismissal, or legal action, including fines and imprisonment.

The CEB has been declared an essential service on multiple occasions in the past, most often during union-led strikes or protests that threatened to disrupt the nationwide power supply. Successive Governments have resorted to this measure to ensure continuity of electricity, which is critical for public life and the economy.
