Policy framework to draft new Condominium Act gets Cabinet nod

The Cabinet of Ministers at their meeting on Monday granted policy approval to formulate a new Act to govern the registration of condominium properties owned by the Government or affiliated agencies.

The approval follows the expiration of the validity period of the Apartment Ownership (Special Provisions) Act, No. 23 of 2018, which ended on 14 August 2023.

The registration of condominium plans is currently governed by the Apartment Ownership Law No. 11 of 1973, as amended by Acts, 

No. 39 of 2003 and No. 45 

of 1982. 



To streamline the registration process and provide a simplified legal mechanism, several Special Provisions Acts, Nos. 04 of 1999, 27 of 2022, and 23 of 2018, were introduced with concessionary periods for registration.

However, with the lapse of the most recent Special Provisions Act, the Cabinet of Ministers at its meeting held on 3 March 2025 granted initial policy approval to develop a comprehensive new legal framework.

Against this backdrop, the proposal to this effect, submitted by Urban Development, Construction and Housing Minister Aruna Karunathilake, was approved by the Cabinet of Ministers.
