The Cabinet of Ministers on Monday approved the awarding of a contract to Maga Engineering Ltd., the lowest responsive bidder, for three construction packages under stage 1 of part 3 of the Central Expressway Project from Pothuhara to Galagedara.

Cabinet Spokesman and Minister Dr. Nalinda Jayatissa, speaking at the weekly post-Cabinet media briefing yesterday, said the decision follows recommendations submitted by the high-level standing procurement committee after an appraisal of all bids received.

Stage 1 of part 3 of the expressway, spanning from Pothuhara to Galagedara, has been divided into 19 packages. The first phase of this section (from km 0+000 to km 13+800) requires completion of several remaining works. These include laying the aggregate base course, asphalt concrete surfacing, road markings, installation of signboards, construction of operational buildings, and setting up toll collection systems.

He said to expedite the completion, the Road Development Authority (RDA) invited national competitive bids under three construction packages, which have now been awarded to Maga Engineering.

Dr. Jayatissa said the delayed third phase is now being built from State funds after Japan withdrew from the funding.

The Central Expressway, a priority national infrastructure project, aims to improve connectivity between Colombo, Kurunegala, Kandy, and the Central Province, easing traffic congestion while boosting economic activity.

The proposal to this effect was submitted by Transport, Highways, Port, and Civil Aviation Minister Bimal Rathnayake.
