The Inland Revenue Department (IRD) has extended the validity of Personal Identification Numbers (PINs) issued to taxpayers, allowing their use until 30 November 2025. The extension applies to individuals, partnerships, and corporate taxpayers who are required to submit tax returns for the 2024/2025 year of assessment, the revenue authority said in a 31 July statement.
The PIN serves as a password for accessing the Revenue Administration Management Information System (RAMIS), the online portal used by the IRD. In addition to individuals, the same PIN grants access to the Authorisation of Staff/Tax Agent portal for partnerships, resident and non-resident companies, and other entities.
These entities can also request Staff Identification Numbers (SSID) through the same portal to authorise employees and agents to file tax returns on their behalf.
“It is compulsory for taxpayers who are required to submit Simplified Individual Income Tax Returns, Individual Income Tax Returns, Partnership Income Tax Returns, and Income Tax Returns of Resident Companies, Non-Resident Companies, Entities and Corporations as per Section 113 of the Inland Revenue Act, No. 24 of 2017 to submit their 2024/2025 tax returns online,” the revenue authority said.
Taxpayers who have misplaced their PINs are advised to request a new one using the e-Services facility available on the IRD’s official website.
In 2024, the IRD collected 95% of its Rs. 1.07 trillion income tax target for that year, which amounted to 39% of the total revenue of Rs. 2.6 trillion, with Value Added Tax (VAT) collections accounting for 50%, the authority said in its 2024 performance report.
This newspaper in April 2025 reported that the IRD was grappling with a critical shortfall in taxpayer inclusion despite setting a hefty revenue target of Rs. 2,195 billion for 2025. Despite issuing Taxpayer Identification Numbers (TINs) to around 10 million individuals, IRD officials estimate that only 1.7 to 1.8 million of them are adults over 18 years old, leaving nearly 7 million eligible taxpayers outside the formal tax net. Since January 2024, it has become mandatory for every individual above 18 years and above in a bid to improve tax compliance, which has been a problem for decades.
“Sustained revenue mobilisation is critical to restoring fiscal sustainability and creating fiscal space. Strengthening tax exemption frameworks, boosting tax compliance, and enhancing public financial management to ensure effective arrears management are important,” the International Monetary Fund (IMF) said in its last review in July 2025. “Further improving the coverage and targeting of social support to the vulnerable is also necessary.”
