Govt. to amend archaic Paddy Marketing Board Act

The Government has decided to amend the Paddy Marketing Board Act No. 14 of 1971 to introduce a licensing mechanism aimed at monitoring irregular stockpiling of paddy and rice.

The Cabinet of Ministers on Sunday approved introducing licencing requirements to regulate paddy and rice stockpiling practices.

The move comes amidst efforts to curb illegal paddy and rice hoarding, as the country faces a potential shortage of staple rice varieties due to adverse weather conditions.

Despite being in force for over five decades, the Act remains largely unchanged, lacking provisions to address modern market challenges. With the growing concern over unsanctioned hoarding and storage, the Government has decided to fast-track amendments rather than undertake a complete overhaul, which would take considerable time.

“The move is expected to enhance transparency, prevent artificial shortages, and curb market manipulation by traders and large-scale millers,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said. 

He added the amendment aims to prevent artificial shortages and price manipulation, ensuring that essential food supplies remain accessible to consumers. 

The proposal submitted by the Minister of Agriculture, Livestock, Lands, and Irrigation Minister was approved by the Cabinet of Ministers.
