Govt. to amend SIM card registration rules

The Government has decided to introduce amendments to the regulations governing the registration of Subscriber Identity Module (SIM) cards, including provisions to re-register subscriber details for SIM cards issued before 2 August 2019.

The decision was made on Monday following a proposal presented by President Anura Kumara Dissanayake in his capacity as the Digital Economy Minister at the weekly Cabinet of Ministers meeting.

The existing Subscriber SIM Card Registration Regulations No. 01 of 2019, published under the Sri Lanka Telecommunications Act No. 25 of 1991, apply only to SIM cards issued after 2 August 2019. 

“The information of subscribers registered before 2 August 2019 is not in the possession of the telecommunication service providers and this has led to challenging situations in some legal investigations,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said announcing the decision at the post-Cabinet meeting media briefing yesterday.

He added that several difficulties have been identified during judicial proceedings as well as criminal investigations.

Against this backdrop, the Cabinet Spokesman said the regulations also need to be amended to include new provisions related to the registration of subscribers between the ages of 16 and 17 and the issuance of SIM cards to foreigners visiting the country.
