The Government has invited local and international investors to submit proposals to develop and operate the underutilised Mattala Rajapaksa International Airport (MRIA) by June in a renewed push to unlock value from the Hambantota-based facility.
The call for Expressions of Interest (EOIs), issued by the Ports and Civil Aviation Ministry on behalf of Airport and Aviation Services Sri Lanka Ltd., (AASL), seeks investment partners to utilise airport resources across both operational and commercial segments.
A Cabinet Appointed Negotiation Committee (CANC) has been tasked with managing the process, including evaluating submissions and shortlisting qualified parties for the next stage of Request for Proposals (RFPs).
The investment opportunity covers two key areas — airside operations, including core civil aviation activities within the inner perimeter, and landside operations, encompassing commercial and support services within and around the Airport premises.
Officials said interested proponents must demonstrate technical expertise, financial capacity, and relevant experience in airport operations or related sectors. Both domestic and international entities, including companies, firms, and joint ventures, are eligible to apply.
EOI documents will be issued free of charge from 27 April to 8 June and can be obtained from the Bandaranaike International Airport premises or downloaded via the AASL website. Submissions must be accompanied by a proposal guarantee in the form of a bank guarantee, draft, or cash deposit valued at $ 500, issued through approved banking institutions. A pre-proposal briefing, followed by a site visit, will be organised by AASL on 22 May at MRIA.
