The Government has invited Expressions of Interest (EOIs) from eligible investors for the development and optimal utilisation of underutilised lands and properties owned by key State plantation entities, as part of broader efforts to modernise and diversify the plantation sector.
Accordingly, the initiative covers lands and properties belonging to the Janatha Estates Development Board (JEDB), Sri Lanka State Plantations Corporation (SLSPC), and Elkaduwa Plantations Ltd., (EPL).
The move comes after much efforts by authorities for years to unlock value from underutilised State-owned plantation assets, attract fresh investment, diversify plantation sector activities, and improve productivity within the industry.
The invitation is open to ‘Eligible Investors,’ defined as Sri Lankan citizens or legal entities established under Sri Lankan law.
Under the process, investors who meet the eligibility criteria will be evaluated and scored before being shortlisted for the next stage of the procurement process.
The highest-ranked applicants for each property lot will then be invited to participate in the Request for Proposals (RFP) stage in accordance with the instructions issued by the Plantation and Community Infrastructure Ministry’s High Level Procurement Committee.
The Government noted that investors are permitted to submit EOIs for multiple properties, but each submission must relate to only one land parcel or property. However, if an investor wishes to submit EOIs for multiple properties, separate EOI submission forms must be submitted for each.
It was further clarified that if multiple property reference numbers are included in a single submission, only the first listed property would be considered for evaluation.
The Plantation and Community Infrastructure Ministry noted that details of available land plots and properties will be published via the www.plantation.gov.lk website from tomorrow (26) onwards.
Site inspections will only be permitted with prior written approval from the Ministry.
Interested parties seeking access to the properties have been instructed to contact the Director (Development IV) of the Plantation and Community Infrastructure Ministry.
Completed EOIs together with supporting documentation must be submitted to the Ministry in Battaramulla before 11 a.m. on 30 June.

The Government also stated that shortlisted investors ‘would not be permitted’ to submit counteroffers during the RFP stage.
