The Cabinet of Ministers at their meeting earlier this week approved submitting the Import and Export (Control) Regulations No. 01 of 2026 to Parliament for approval, while also allowing a key exemption to facilitate aviation operations.
“The regulations, issued under the Imports and Exports (Control) Act, No. 1 of 1969 via Extraordinary Gazette No. 2481/02 dated 23 March 2026, will now be presented to Parliament for approval,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said at the weekly post-Cabinet meeting media briefing on Tuesday.
In a significant policy adjustment, he said the Cabinet agreed to permit the import of retreaded aircraft tyres, previously banned under the Special Import Licence Regulations No. 01 of 2023, following a request by the Ports and Civil Aviation Ministry.
The exemption specifically applies to retreaded aircraft tyres classified under HS Code 4012.13 and is intended to support operational requirements of national and international carriers, including SriLankan Airlines.
He said the decision was taken in consideration of essential operational and safety needs. Imports will be permitted only under strict conditions, including compliance with standards set by internationally recognised aviation authorities.
Additionally, such tyres must be procured by Sri Lankan airline operators engaged in international services through formal supply agreements with certified global suppliers.
The Government believes the move is expected to ease operational constraints in the aviation sector while maintaining safety and regulatory oversight.
