The Supreme Court has ruled that former Health Minister Keheliya Rambukwella and several others violated the Fundamental Rights of the public through the procurement of health supplies from an unregistered company, in breach of standard procurement procedures under the 2022 Indian Credit Line.
The Court ordered Rambukwella to pay Rs. 75 million from his personal funds, while former Health Ministry Secretary Janaka Chandragupta and former National Medicines Regulatory Authority Chairman Prof. S. D. Jayaratne were each directed to pay Rs. 50 million to the State.
In addition, National Medicines Regulatory Authority Chief Executive Officer Dr. Vijith Gunasekera and former Medical Supplies Division Deputy Director Dr. Thushitha Sudarshana were also ordered to pay Rs. 50 million each as compensation.
The judgement was delivered by a three-judge Supreme Court bench headed by Justice Preethi Padman Surasena, following a Fundamental Rights petition filed by Transparency International Sri Lanka and two other parties.
