The Cabinet of Ministers on Monday approved presenting amended Colombo Port City (Development Control) Regulations to Parliament for approval, in line with Section 71(4) of the Colombo Port City Economic Commission Act No. 11 of 2021.
Addressing the weekly post-Cabinet meeting media briefing yesterday, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said the revised regulations are intended to better align development controls with evolving planning requirements and investment expectations within the Port City, while maintaining regulatory clarity and consistency.
The Development Control Regulations No. 1 of 2023, which regulate the features of buildings and structures within the Port City, were originally issued under the provisions of the Colombo Port City Economic Commission Act No. 11 of 2021. These regulations were first revised through an extraordinary gazette notification dated 17 November 2023, reflecting early adjustments to the planning and development regime.
Subsequently, further revisions have been undertaken through an extraordinary gazette notification dated 29 December 2025, based on recommendations made by the Colombo Port City Economic Commission.
“These latest amendments focus on key planning and development parameters, including adjustments to land areas initially encompassing coastal zones, revisions to the maximum permissible height and vertical development limits and refinements to the categorisation matrix governing permitted land use,” he added.
The proposal to this effect submitted by President Anura Kumara Dissanayake in his capacity as the Finance, Planning and Economic Development Minister was approved by the Cabinet of Ministers.
