The Ceylon Chamber of Commerce has urged the Government to ensure that proposed security legislation incorporates clear legal definitions, adequate judicial oversight and due process safeguards, and warning that legal certainty is important to investor confidence and Sri Lanka’s continued access to the European Union’s GSP+ trade concession.

In a statement issued yesterday, the Chamber noted it had submitted its observations on the proposed Protection of the State from Terrorism Act (PSTA) and was finalising its views on the proposed Prevention of Organised Crime Act, which would be communicated to the relevant authorities shortly.

Whilst recognising the Government’s efforts to strengthen national security and address emerging challenges, the Chamber has called for a careful review of the draft legislation to ensure that security objectives are balanced with safeguards necessary to maintain a predictable, rules-based business environment.

It added that clear legal provisions and appropriate oversight were essential to preserving investor confidence, legal certainty and Sri Lanka’s reputation as a destination for trade and investment.

The Chamber also highlighted the importance of maintaining Sri Lanka’s access to the EU’s GSP+, which supports exports, employment, foreign exchange earnings and economic growth.

It urged the Government to ensure that new legislation remained aligned with Sri Lanka’s international commitments and internationally accepted standards, noting that this would strengthen the country’s prospects of retaining GSP+ benefits.

“The Ceylon Chamber remains committed to constructive engagement with policymakers and other stakeholders to ensure that legislative reforms effectively address national priorities while supporting economic growth, competitiveness, and sustainable development,” it stated.
