Cabinet Spokesman and Minister Dr. Nalinda Jayatissa on Tuesday said Sri Lanka will allow regulated cannabis cultivation within designated export zones for the first time, with production strictly limited to export markets.

Speaking at the weekly post-Cabinet meeting media briefing, he said the move was approved by the Cabinet of Ministers under the previous administration and is positioned as part of the country’s broader drive to boost foreign exchange earnings amid ongoing economic challenges.

Dr. Jayatissa said the initiative builds on groundwork laid as far back as 2004, with full regulatory approvals now in place. “The cultivation will be carried out under the supervision of the Board of Investment (BOI) and the Department of Ayurveda, adhering to stringent safety protocols,” he stressed. He also said the licences will be valid for six months and subject to renewal, ensuring compliance with operational and security standards.

“This is the first time that Sri Lanka has provided an opportunity for cannabis to be cultivated for export in this manner,” Dr. Jayatissa said, adding that the crop will not be permitted for domestic consumption.

He acknowledged that seven foreign investors have been selected so far to participate in the BOI-backed project. Each has been granted a temporary six-month licence in the first phase, with the option to extend cultivation rights based on progress reports and adherence to regulations.

Dr. Jayatissa said the decision aligns with global market trends, particularly in Europe and North America, where medicinal cannabis is legal and in growing demand. Advocates argue that Sri Lanka’s favourable climate and agricultural expertise position it well to develop a niche export industry.

However, the policy has sparked debate over potential social and ethical concerns, with officials emphasising that the venture is solely for regulated, medical-grade exports and not for local sale.
