Cabinet green lights Rs. 626 m digital public sector communication platform

In a major step towards public sector digitalisation, the Cabinet of Ministers last week green lighted a Rs. 626 million project to establish a unified ‘Digital Communication and Collaboration Platform’ for Government employees.

The initiative will be implemented this year as part of the country’s broader digital transformation agenda under the Digital Economy Plan approved by the Cabinet of Ministers on 21 October 2025. 

Announcing the decision during the weekly post-Cabinet meeting media briefing last week, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said the platform is intended to create a secure, modern ecosystem for communication, coordination, and workflow management across State institutions.

He described the project as a “transformative” step that will cut across multiple sectors, forming a foundational component of efforts to modernise public administration, with tools to support decision-making, improve efficiency, and streamline internal processes within State institutions.

Positioning the project within the Government’s broader vision for a digital economy, Dr. Jayatissa said Sri Lanka has the capacity to replicate successful digitalisation models seen in countries such as India, particularly given its relatively smaller administrative scale. 

He acknowledged, however, that such a system should have ideally been introduced at least a decade earlier, stressing the urgency of fast-tracking its implementation despite the high upfront investment.

The proposal to this effect was submitted by President Anura Kumara Dissanayake, in his capacity as Digital Economy Minister.
