Cabinet clears partial procurement of knee replacement systems amid limited bidding response

The Cabinet of Ministers at their meeting on Wednesday approved proceeding with the partial procurement of Total Knee Replacement (TKR) component sets, following a limited response to a recent international competitive bidding process.

Cabinet Spokesman and Health Minister Dr. Nalinda Jayatissa said the procurement sought 3,000 patient-specific, high-flexibility TKR component sets, which are used in advanced knee replacement surgeries to restore mobility and function in patients with severely damaged or worn knee joints. However, only one bid was received for the full quantity.

“Given the single bid and cost considerations, the highest-level standing procurement committee recommended awarding the contract to M/s Zimmer Ltd., for the supply of only 1,000 TKR component sets at the discounted price,” he said at the weekly post-Cabinet meeting media briefing on Thursday.

M/s Zodiac Medicals Ltd., the local representative of M/s Zimmer Ltd. (manufacturer: Zimmer Inc., USA), submitted the sole bid and subsequently agreed to a 2% discount on the quoted price after discussions with the procurement committee.

For the remaining 2,000 sets, Dr. Jayatissa said the committee advised recalling bids from suppliers registered with the National Medicines Regulatory Authority (NMRA) under a limited international competitive bidding procedure.

The proposal to this effect submitted by Health Minister Dr. Jayatissa was approved by the Cabinet of Ministers.
