The Cabinet of Ministers this week approved the awarding of the extension of the Kelani Valley Railway Line from Avissawella to Ratnapura contract worth Rs. 356.22 million (exclusive of taxes) to Resources Development Consultants Ltd.
On 21 October 2025, the Cabinet approved to carry out a feasibility study and prepare detailed plans for the extension of the Kelani Valley Railway Line from Avissawella to Ratnapura.
Addressing the weekly post-Cabinet meeting media briefing on Tuesday, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said calling of expressions for this purpose has been conducted under the national Competitive Procurement Procedure, and eight bidders have submitted their Expressions of Interest (EoIs) in that respect.
He said following the evaluation of technical proposals submitted by the shortlisted bidders, financial proposals of the four eligible institutions have been opened.
“Subsequent to the evaluation of the aforementioned financial proposals, the Consultant Procurement Committee recommended awarding the consultancy for the feasibility study and preparation of detailed plans for the extension of the Kelani Valley Railway Line from Avissawella to Ratnapura to M/s. Resources Development Consultants Ltd., at a total cost of Rs. 356.22 million (exclusive of taxes),” he added.
The proposal to this effect was submitted by the resolution furnished by Transport, Highways and Urban Development Minister Bimal Rathnayake.
