Bribery Commission logs 3,836 complaints, 76 arrests YTD end July

  • 27 persons convicted across 15 State institutions

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) received 3,937 complaints in the first seven months of 2025, of which 3,836 were valid after removing repeated complains to existing files, a progress report for the period showed.

The Commission said 2,682 complaints were reviewed by its committee, with 288 sent for investigation, 1,011 dismissed for insufficient facts, 489 referred to other institutions, and the balance directed for statements or further reports. At end-July, 1,154 complaints remained under review.

Seventy-two raids were carried out during the period, 39 of them successful. These led to 49 arrests, including police officers, Local Government officials, and civil servants. A further 27 arrests were made through ongoing investigations, bringing total arrests to 76.

From January to July, 54 cases were filed involving 64 accused. Convictions led to Rs. 1.37 million in High Court fines, Rs. 585,000 in penalties, Rs. 20,000 in magistrates’ court fines, and Rs. 150,000 in confiscated assets.

The Commission said 272 cases remain pending before courts as of 31 July.

The Commission noted that 27 persons had been convicted during the seven-month period across 15 State institutions. Six of these convictions were of persons related to the Education Ministry followed by two Excise Department employees.
