Alles affirms Cabinet awareness of VFS proposal

Public Security Minister Tiran Alles yesterday asserted that Cabinet Ministers were fully briefed on the proposal on the selection of VFS well in advance of any decisions. 

Speaking to the media, he explained the meticulous process undertaken, highlighting the transparency and thoroughness of the procedure.

Dispelling any notions of Cabinet Ministers ignorance, he stated that the proposals are circulated to all Cabinet Ministers 4-5 days prior to Cabinet meeting for review and observation. “There is no excuse for any Cabinet Minister to claim ignorance regarding the VFS proposal, as it was presented to the Cabinet twice within a span of three months,” he said.

Detailing the timeline, Minister Alles revealed: “On 8 September 2023, I submitted a Cabinet paper outlining our observations and proposed that a Cabinet-appointed committee study the proposals. On 11 September, the Cabinet decided to establish a committee to study the proposal. Subsequently, the committee, which included representatives from the Treasury’s Public Administration Department, along with other members engaged in discussions with VFS officials for three months till December. They submitted a report in December, and on 4 December, I presented another proposal incorporating the committee’s report to the Cabinet. We received Cabinet approval for this on 11 December and signed the MoU with VFS on 21 December 2023,” he elaborated. 

The Minister highlighted the comprehensive scrutiny undergone by the proposal, including review by the Attorney General and adherence to specific recommendations. 

“Even the President himself made two observations: firstly, to strictly adhere to all recommendations from the Attorney General and secondly, to ensure General Data Protection Regulation Certification (GDPR),” he added.

Minister Alles underscored the unanimous approval of the proposal by Parliament without debate, noting the collective endorsement of the decision-making process.

“It is important for diligent execution of ministerial responsibilities. Proper adherence to procedures prevents complications,” he hinted.
