IASL marks major milestone in motor insurance digitalisation

  • Launches E-Motor Card and donates 500 tablets to Sri Lanka Police

 The Insurance Association of Sri Lanka (IASL) concluded the official launching ceremony of the E-Motor Insurance Digital Card and the handover of 500 tablets to the Sri Lanka Police Department at the Public Security and Parliamentary Affairs Ministry Auditorium, Suhurupaya, Battaramulla. 

The event, which took place on 7 January, brought together IASL office bearers, the Insurance Regulatory Commission of Sri Lanka (IRCSL), CEOs of all general insurance companies, as well as members of the General Insurance Forum (GIF), Sri Lanka Police, Public Security and Parliamentary Affairs Ministry, Digital Economy Ministry, other telecommunications partners, and the Marketing and Sales Forum (MSF), marking a significant milestone in the country’s journey towards modernising motor insurance and strengthening digital public services.

At the ceremony, the IASL, together with its 13 general insurance member companies, handed over 500 tablets to the Police Department in support of the rollout of the new Accident Management System. This contribution, made to the Public Security and Parliamentary Affairs Ministry, represented the industry’s strong commitment to enhancing road safety, improving accident reporting mechanisms, and supporting the efficiency of frontline officers. The tablets were expected to play a crucial role in enabling Police officers to record accident data digitally and in real time, reducing the heavy reliance on manual documentation and improving the overall accuracy and speed of accident reporting. By strengthening the digital interface between the insurance sector and law enforcement, the donation aimed to create a more responsive and transparent environment for motorists across the country.

A highlight of the event was the introduction of the E-Motor Card, which replaced the long-established physical motor insurance card. This shift marked a major advancement in the digital transformation of Sri Lanka’s motor insurance ecosystem. The initiative was made possible through the collective efforts of the IRCSL, IASL, the Sri Lanka Police, national telecommunication partners, and the Digital Economy Ministry. 

The digital card, accessible through mobile devices, was designed to offer motorists a secure, tamper-resistant, and easily verifiable form of insurance documentation. The move to a digital format was expected to eliminate the inconvenience of misplaced, forged, or damaged physical cards and provide an efficient tool for roadside verification. The tablets donated by the 13 general insurers further supported this initiative by equipping Police officers with the technology required to check and validate digital motor insurance details on the spot.

During the event, the IASL also announced the upcoming launch of the National Insurance Verification System, which would be operational from March 2026. This system would enable the public to verify the status of their motor insurance through a single, simplified code – 2252 – available via USSD, SMS, or IVR call. 

The verification system represented one of the most consumer-centric reforms introduced by the insurance sector, providing motorists with a fast, convenient, and reliable method to confirm their insurance coverage at any time. This development was aligned with the national digitalisation agenda and was expected to strengthen public trust, reduce fraud, and ensure higher levels of compliance with compulsory motor insurance requirements.

The event was attended by several distinguished guests and key industry stakeholders, including Public Security and Parliamentary Affairs Minister Ananda Wijepala, Deputy Minister Sunil Watagala, Secretary Ravi Seneviratne, representation on behalf Digital Economy Deputy Minister Eranga Weeraratne, IRCSL Chairman Dr. W.A.R. De Mel, Director General Damayanthi Fernando, together with her team, Inspector General of Police (IGP) Priyantha Weerasooriya, Western Province Traffic Division Deputy Inspector General W.P.J. Senadheera, IASL President Lasitha Wimalarathna and committee members, as well as the CEOs of all 13 general insurance companies. Their participation highlighted the collective commitment of Government institutions, regulators, and the insurance industry towards strengthening digital transformation in the motor insurance sector.

De Mel said: “The digitalisation of motor insurance is a major step forward for consumer protection and regulatory oversight. The E-Motor Card and the upcoming National Insurance Verification System will ensure greater transparency, reduce fraud, and give motorists confidence in the integrity of their insurance coverage. The IRCSL is proud to support this collaborative effort that advances the country’s national digital agenda.”

The event also highlighted the recently implemented Optional Compensation Scheme (OCS), introduced to provide financial protection to pedestrians and cyclists in the event of accidents. Under this scheme, a maximum payout of up to Rs. 1,000,000 was offered per incident, with a cap of Rs. 1,000,000 applied even in cases involving multiple claims arising from the same event. The OCS was developed to offer enhanced support to affected parties, especially in incidents involving severe injuries, while maintaining sustainability of the overall compensation framework. The IASL noted that the scheme had already begun improving the level of support available to road users and further demonstrated the sector’s commitment to strengthening consumer protection.

Wimalarathna said: “This initiative marked a defining step in the digital transformation of Sri Lanka’s motor insurance sector. By introducing the E-Motor Card and supporting the Police Department with essential technology, we strengthened the connection between insurers, regulators, and law enforcement. Our collective efforts reflected the IASL’s long-term commitment to building a safer, more efficient, and more transparent environment for every motorist in the country.”

The successful completion of the ceremony highlighted the collective dedication of the insurance industry to driving innovation, improving service delivery, and contributing to national digital transformation. The IASL emphasised that the introduction of the E-Motor Card, the forthcoming National Insurance Verification System, and the support extended to the Police Department through the tablet donation together signified a new chapter in the evolution of motor insurance in Sri Lanka.
