Following her recognition in August 2025 as the first Sri Lankan to receive the prestigious Certification in Investment Migration, Sarrah Sammoon has now been appointed as the Field Officer for Sri Lanka by the Switzerland-based Investment Migration Council (IMC)—the global body that sets standards for the investment migration industry.
The appointment, announced by IMC in December 2025, marks a significant step in Sri Lanka’s integration into the global investment migration ecosystem, at a time when the country is actively evaluating reforms to its immigration and investor visa frameworks.
Unlike certification, which recognises individual expertise, the role of IMC Field Officer is institutional in nature, focused on strengthening engagement between global standards and local implementation.
As Field Officer, Sammoon will contribute to advancing ethical, transparent, and professionally regulated practices within Sri Lanka’s investment migration space, while supporting alignment with internationally accepted frameworks on compliance, due diligence, and investor protection.
With over 30 years of experience in global mobility, Sammoon is the Founder and CEO of Magellan Champlain (M|C), advising multinational corporations, investors, and globally mobile families across over 25 jurisdictions.
Following the appointment Sammoon said: “Sri Lanka is at a pivotal point in how it positions itself to global investors and talent. The opportunity now is not just to attract interest, but to build systems that are credible, consistent, and aligned with international standards. This role allows us to bridge that gap in a meaningful way.”
Industry observers note that Sri Lanka’s current policy discussions including efforts to streamline investor visa processes, introduce structured long-term residency pathways, and improve institutional coordination require both regulatory clarity and globally benchmarked execution.
In this context, the presence of an IMC Field Officer provides a direct interface with the global standard-setting body, offering access to international best practices at a time when countries worldwide are competing more aggressively for mobile capital and talent.
The Investment Migration Council (IMC), headquartered in Switzerland, works with governments, regulators, and industry leaders to promote education, transparency, and responsible advisory standards across citizenship- and residency-by-investment programs.
As Sri Lanka considers its next phase of reform, the appointment signals an opportunity to anchor policy development within a globally recognised framework, strengthening both investor confidence and institutional credibility.
