The Cabinet of Ministers on Monday approved awarding of a $ 6.04 million contract to RS Infraprojects Ltd., of India for the construction of the Lot A of Mullikulam Wind Power Transmission Project.
The move follows an earlier decision taken at the Cabinet meeting on 3 February 2025 to implement the Mullikulam Wind Power Transmission Project, including the award of a key construction contract under Lot A.
Announcing the decision at the weekly post-Cabinet media briefing, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said the project forms part of a broader two-lot development, with Lot B already awarded and Lot A proceeding through competitive procurement.
He said bids were invited for Lot A under the International Competitive Procurement Procedure, covering the input profile of the Mullikulam 220/33 kV collection grid substation and the construction of two 220 kV cable trays at the facility.
“A total of four bids were received for the contract,” he said.
Following evaluation, the Cabinet approved the award of the contract to RS Infraprojects Ltd., of India, identified as the lowest responsive bidder, at a cost of $ 6.04 million and Rs. 499.66 million (excluding VAT), in line with the recommendation of the High Level Procurement Committee.
The proposal to this effect was submitted by Energy Minister Anura Karunathilaka.
