Empowering Sri Lanka’s apparel sector through sustainability, innovation, and inclusion

Sri Lanka’s apparel industry has long stood as a cornerstone of the country’s export economy—renowned globally for ethical manufacturing, skilled craftsmanship, and resilient supply chains. Now, as global markets shift rapidly towards sustainability, digitalisation, and social responsibility, Sri Lanka is once again stepping forward with purpose.

In partnership with the International Trade Centre (ITC), the Joint Apparel Association Forum (JAAF), together with the Export Development Board (EDB), is playing a central role in rolling out the second phase of the Global Textile and Clothing (GTEX) program in Sri Lanka, supported by the Government of Switzerland. From 2024 to 2027, the initiative is focused on future-proofing the country’s textile and clothing (T&C) industry through strategic investments in sustainability, circularity, digital transformation, and workforce development.

A transformational shift for the industry

With growing regulatory and buyer demands around environmental and social standards, the global apparel sector is undergoing a paradigm shift. GTEX Phase II is helping Sri Lankan Small and Medium Enterprises (SMEs)—particularly exporters and those with export potential—respond to these new realities. Through hands-on training, expert coaching, and facilitated market access, participating enterprises are learning to reduce their environmental footprint, build circular business models, and compete more effectively in international markets.

Champion companies within the JAAF’s membership are also stepping in to mentor smaller firms, sharing best practices and encouraging sector-wide adoption of clean and efficient production methods.

“Our focus is on enabling every stakeholder in the value chain to future-proof their business,” said JAAF Secretary General Yohan Lawrence. “By embracing sustainability and innovation, we’re not just meeting market expectations—we’re positioning Sri Lanka as a leader in responsible apparel manufacturing for years to come.”

Bridging the gap between compliance and competitiveness

One of the program’s key strengths is its focus on practical outcomes. Whether it’s improving water and energy efficiency, managing textile waste, or aligning with international eco-label standards, the support provided is designed to make sustainability good for business. GTEX II is also helping SMEs navigate complex compliance pathways—be it for environmental protection licencing, digital traceability tools, or export regulations—thus reducing barriers to global market entry.

This emphasis on return-on-investment is crucial. By making sustainable practices economically viable, the program ensures that transformation is not just aspirational, but actionable.

“The GTEX program brings together public and private stakeholders to unlock real economic opportunities through sustainability,” said ITC Fibres, Textiles and Clothing Unit Head Matthias Knappe. “It’s about building capacity for long-term competitiveness—while also contributing to the global Sustainable Development Goals (SDGs).”

Investing in people and inclusion

Sri Lanka’s T&C sector is one of the country’s largest employers of women, and GTEX II builds on this strength by promoting gender-inclusive growth. Companies are being encouraged to invest in leadership and technical upskilling for women, expand flexible work models such as decentralised production hubs, and create safer, more equitable workplaces.

With support from the JAAF, the program also facilitates factory-to-factory knowledge sharing, linking fashion designers, SMEs, and artisans to create a stronger, more inclusive value chain.

Strengthening institutions and shaping the future

Beyond supporting individual enterprises, GTEX II is investing in long-term ecosystem development. This includes partnerships with training institutions such as the University of Moratuwa and the Sri Lanka Institute of Textile and Apparel to embed sustainability and circularity into academic curricula. Industry associations, including the JAAF and the EDB, are also being equipped to raise awareness and advocate for supportive policies.

“As the national export promotion agency, we see immense value in building the capacity of SMEs to meet the evolving demands of global markets,” said EDB Director – Export Services Mangala Wijesinghe. “Our collaboration with the ITC and JAAF ensures that Sri Lanka’s apparel exporters are not just competitive—but also compliant, connected, and future-ready.”
