Cabinet backs move to legalise Rs. 1 m fee for vanity number plates

The Cabinet of Ministers has approved submitting new regulations to Parliament for approval, paving the way for the reservation of high-value special vehicle numbers at a fee of Rs. 1 million each.

The regulations relate to the reservation of special numbers issued by the Department of Motor Traffic (DMT) for motor vehicles.

Earlier regulations governing fees for reserving special numbers up to 50,000 numbers, were published in an Extraordinary Gazette dated 5 October 2023.

Subsequently, amendments were introduced through Extraordinary Gazette Notification No. 2470/14 dated 5 January 2026. The revised regulations provide legal provisions to reserve special numbers up to and including 100,000 numbers issued for all motor vehicles, excluding motorcycles, motor tricycles, and motor tricycle vans.

“Under the amended framework, a fee of Rs. 1,000,000 will be charged for each such reserved special number,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said at the weekly post-Cabinet meeting media briefing last week. 

The move is expected to generate additional non-tax revenue for the Government, while responding to sustained public demand for premium and low-digit vehicle registration numbers, particularly among luxury and high-end vehicle owners.

The proposal to this effect was submitted by Transport, Highways and Urban Development Minister Bimal Rathnayake.
