Cabinet approves timeline for 2026 Budget

The Cabinet of Ministers at their meeting on Tuesday approved presenting the Appropriation Bill for the year 2026 to Parliament in October.

According to the approved timeline, the second reading or the traditional Budget speech will take place in November, with the third reading and subsequent Budget debate scheduled for November and December.

The 2026 Budget is to be prepared in line with the policy framework titled “Rich Country – Beautiful Country”, alongside the Public Financial Framework, the Public Financial Strategy Statement, and the National Policy Framework 2026–2030. The theme will centre on building a “Production Economy” and mobilising the contributions of all segments of society towards economic development.

“In developing the Budget estimates for 2026, the Government plans to place priority on the key targets outlined in the national policy framework, with particular emphasis on rural development initiatives,” Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said at the weekly post-Cabinet meeting media briefing yesterday.

He said under the Public Finance Management Act No. 44 of 2024 and in accordance with the Government Policy Statement, Ministries have been directed to submit proposals for budgetary allocations to support the projects and programs identified within their respective subject areas.

The proposal to this effect submitted by President Anura Kumara Disanayake in his capacity as the Finance, Planning, and Economic Development Minister was approved by the Cabinet of Ministers.
