QR code system for fertiliser subsidy distribution

The Cabinet of Ministers at their meeting on Monday approved the introduction of a QR code–based digital mechanism to streamline the distribution of fertiliser subsidies to farmers, in a move to boost efficiency and eliminating intermediaries.

Cabinet Spokesman and Minister Dr. Nalinda Jayatissa, speaking at the weekly post-Cabinet media briefing yesterday, said the initiative is designed to ensure that subsidies reach farmers on time and are fully utilised for cultivation needs.

“By digitising the process, we can significantly cut delays and leakages that have historically undermined subsidy programs and guarantee that the benefit goes directly to the farmers. This will also facilitate post-review processes and improve transparency,” Dr. Jayatissa said, noting that Rs. 247 million has been allocated for the initiative.

Under the new system, divisional officers attached to the Agriculture Ministry will identify all qualified farmers, who will then be able to access the subsidy via a QR code or similar digital platform.

When asked about whether farmers were technologically adept to adopt the system, Dr. Jayatissa dismissed concerns. “We should not underestimate their ability. Farmers have already used QR codes during the fuel crisis. And if technical assistance is required, the Government will provide support, along with volunteer resources,” he assured.

He added that the move also aligns with the Government’s broader digital transformation goals. 

The proposal to this effect jointly presented by President Anura Kumara Disanayake in his capacity as Finance, Planning, and Economic Development Minister, and Agriculture, Livestock, Land, and Irrigation Minister K.D. Lalkantha.
