Veteran tourism industry professional Sunil Dissanayake has shared his insights to the ongoing debate on the proposed new legislation for tourism.
Following are his comments.
There have been concerns expressed by industry personalities regarding the proposed amalgamation of the three boards of Sri Lanka Tourism Development Authority (SLTDA), Sri Lanka Tourism Promotion Bureau (SLTPB) and the Sri Lanka Conventions Bureau (SLCB).
I like to share my suggestions on same.
1. Merge SLCB and SLPB. Since the roles may be overlapping, SLCB promotions could be a Department under SLPB
2. Keep Sri Lanka Institute of Tourism and Hotel Management (SLTHM) and SLTDA intact without merging
3. Create common back office Shared Services functions by merging the functions of A) Human Resources B) Finance C) IT D) Procurement E) Maintenance F) Stores and Inventory etc., to a common service delivery platforms as ‘Shared Service’ for all four boards
This way the authorities can achieve head count and cost savings since there will not be duplicated services which are common to all four boards.
