Minister tells 1,500 staff focus on human resource is to increase efficiency
Making a stab at efficiency and profitability, the Ceylon Electricity Board (CEB), which is expected to tag up a loss of Rs. 40 billion for 2010, is to introduce a performance-based promotion scheme that would move away from the traditional seniority-based salary scheme.
Power and Energy Minister Champika Ranawaka addressing a gathering of 1,500 junior clerks and other officials of the CEB revealed these plans yesterday.
He insisted that taking steps to introduce more effective governance methods or stamping out corruption was impossible unless the human resource of CEB was satisfied with their performance and towards this end, the company would introduce the new promotion scheme.
He also recalled that during the last few months they were able to minimise losses by posting production profits – a first in the history of the CEB.
“Our aim is to produce electricity at low cost, high quality and with efficiency so that the people of this country will benefit. As we follow this intention, we must also take steps to stamp out corruption. At the same time, it is important to instil a sense of self-worth and confidence in the workforce of the CEB because achieving these goals is in your hands,” he said.
Emphasising that these measures were being taken for the benefit of all stakeholders, the Minister urged the workers to support the decision of performance-based pay and promotion packages as it would strengthen their rights.
“An unhappy management and employees will not assist the long term goal of the CEB and therefore we must focus on developing the human resource capital of the CEB, both to make the current workers more efficient and to attract the best from the market in the future.”
