Release of two books by Sri Lanka RTI Commission on RTI Act and Regime

Two books by Sri Lanka RTI Commission on RTI Act and Regime have been released online. 

The first volume contains extracts from selected orders of the Commission during 2017-2018 with keywords, synopsis of decisions and important principles highlighted. 

This has been compiled as a guide to enable information officers and designated officers as well as citizens to understand the approach of the Commission in applying the Act in order to encourage pro-public interest disclosure standards. 

The book also contains an index of a broader range of decisions categorised in respect of information released by public authorities under order of the Commission under the following:

  •  Annual reports, minutes of board meetings
  •  Bilateral agreements
  •  Compensation payments (for acquisition of land)
  •  Commission of inquiry reports
  •  Draft laws 
  •  Info on development projects
  •  Educational and professional qualifications of public officials
  •  Environmental related policies and permits 
  •  Examination results
  •  Expenses of public officials
  •  Hospital records
  •  Institutional decisions
  •  Recruitments, promotions, extensions, suspensions and terminations (in employment)
  •  Insurance claims 
  •  Pension anomalies
  •  Plans, maps and other land related documents
  •  Police complaints and inquiries 
  •  Policy decisions
  •  Salary particulars of public officials
  •  School admissions
  •  Statistical data
  •  Travel expenses by politicians

Volume Two edited by RTI Commission member Kishali Pinto-Jayawardena contains essays on Sri Lanka’s RTI Regime from a comparative perspective by lawyers, editors, communications policy makers, public servants and academics. 

While the publications are online at the moment, the Commission hopes to release printed copies later this month.
