COO, CMC and Land Registry

My father purchased a house (approx. two perches) in 2010. The assessment number is 273/6S4, Ferguson’s Road, Colombo 15.  The lawyer who did the deed for the above house is able to provide the pedigree from 1999 only. 

When the Abstract of Title (AT) form with the relevant documents were submitted recently to CMC and when I went to collect the Certificate of Ownership (COO), I was told that the application is rejected because the statement regarding the pedigree doesn’t cover 30 years.  Thereafter, I went to the Land Registry to get the required details and they gave me in writing that the records have perished whereas according to Wasanthi Adhikaari, Assessor of CMC, 30 years records in respect of land/house should be available i.e. it couldn’t have perished!

Now, how could I get the COO as the Municipality is not giving the certificate even after showing the letter issued by the Land Registry confirming that the records have perished? Over to Minister of Megapolis for a quick response for the above problem I am faced with.
